If the answer to questions like these is mostly Yes, then I'd recommend starting your journey with RPG Maker. It takes a lot of time, and some level of skill, but it's definitely doable in RPG Maker. I've made a game before that was largely in the style of Recettear, and I'm also nearly done with a game where nearly half of the content is in the style of old-school action games. It's even doable without any programming/scripting, though I recommend using some in order to keep things scalable for you and intuitive & smooth for your player.
